In state of uttar pradesh primary and Upper primary level education is managed by Block Education officer BEO. These khand shiksha adhikari will appoint on block level in BRC (Block resource centre). BEO is responsible for execution of all government scheme Like fee, Dress, Mid day meal, Books, scholarship etc .  Approximately more then 400-700 government school, private school, aided and Un aided Prathmik avam ucch Prathmik vidyalaya of bsic shiksha parishad works under the guidance of BEO or ABSA.  previously it was also known as Deputy Sahb or SDI . posts of BEO filled by Uttar pradesh lok sewa ayog .
every year UP public service commission published the recruitment notification for inviting online application form for Block education officer.  Posts of BEO filled through preliminary examination, Mains and personal interview test.  Uttar pradesh published service commission now going to publish official Notification for filling 229 posts. It’s expected that official notification will be filled in next months. Recently shiksha nideshalaya of Up collected the data regarding no of vacant posts of BEO in Uttar pradesh. . Sources are saying that Education directorate will send proposal of filling BEO posts to commission very soon.
Currently total 1031 post of BEO created for different block but only 802 posts of BEO now filled and working. 229 posts are still vacant. Last vacancy notification was publish in 2020.

Salary: Pay scale  9300-34800, Grade pay 4800

Eligibility criteria: Education qualification:  graduation degree and B.ed

The candidates must possess the following qualification upto the last date for receipt of application.
Essential: (i) a Bachelors degree in Education   in case Bachelors degree is not in Education, the L.T. diploma of the Government Training College or the Government Basic Training College awarded by the Registrar, Departmental Examinations, Uttar Pradesh:

Age Limit: minimum 21 year and maximum 40 year as on 1 July 2022

Candidates must have attained the age of 21 years and must not have crossed the age of 40 years on July 1, 2022 i.e. they must have not been born earlier than 2nd July, 1980 and not
later than July 1, 1999. For PH candidates, the maximum age limit is

55 years i.e. they must have not been born before 02 July, 1964,

Selection procedure: selection of the eligible candidates will be based through the preliminary examination, mains examination followed by personal interview test.  First of all pre exam will be held for scrutiny purpose for all candidates. All those candidates who will be declared qualified in the pre examination they will be call for mains examination. In the last all those candidates who will be declared qualified in mains exam they will be call for personal interview test. Final merit list will be prepared on the basis of marks obtained by the candidates in mains and personal interview test.

सेवा नियमावली तैयार करने में जुटा शिक्षा विभाग
राज्य ब्यूरो, लखनऊ : ब्लाक स्तर पर बेसिक शिक्षा की कमान संभालने वाले खंड शिक्षा अधिकारियों की भर्ती का रास्ता जल्दी खुल सकेगा। राजपत्रित अधिकारियों का दर्जा पाये खंड शिक्षा अधिकारियों की सेवा नियमावली को शासन अंतिम रूप देने में जुटा है। नियमावली के तहत खंड शिक्षा अधिकारियों का चयन पीसीएस परीक्षा (उप्र प्रवर अधीनस्थ चयन सेवा) के जरिये कराने का इरादा है।
जुलाई 2011 में काडर रिव्यू के जरिये उप विद्यालय निरीक्षक (डीआइ) और प्रति उप विद्यालय निरीक्षक (एसडीआइ) के संवर्गो को मिलाकर खंड शिक्षा अधिकारी पदनाम का नया संवर्ग बनाया गया था। उसी समय खंड शिक्षा अधिकारियों का ग्रेड वेतन 2800 से बढ़ाकर 4800 रुपये कर दिया गया था। इस आधार पर कि जब वे प्राथमिक और उच्च प्राथमिक विद्यालयों के प्रधानाध्यापकों को नियंत्रित करते हैं, तो उनका वेतन उनसे कम नहीं होना चाहिए। उन्हें राजपत्रित अधिकारी का दर्जा भी दिया गया था।
राजपत्रित अधिकारी का दर्जा मिलने के बावजूद अब तक उनकी सेवा नियमावली नहीं बनी है। प्रदेश में खंड शिक्षा अधिकारियों के 1031 पद हैं जिनमें से लगभग दो सौ पद अभी खाली हैं। सेवा नियमावली न पाने के कारण शिक्षा विभाग खंड शिक्षा अधिकारियों की भर्ती के लिए लोक सेवा आयोग को अधियाचन नहीं भेज पा रहा है।
पिछली बार वर्ष 2006 में लोक सेवा आयोग ने स्क्रीनिंग टेस्ट के जरिये खंड शिक्षा अधिकारियों का चयन किया था। अब 4800 रुपये ग्रेड वेतन के साथ राजपत्रित अधिकारी होने पर उनका चयन पीसीएस परीक्षा के जरिये कराने का प्रस्ताव है। लिहाजा विभाग सेवा नियमावली को अंतिम रूप देने में जुटा है जिससे कि खाली पदों पर खंड शिक्षा अधिकारियों की भर्ती हो सके।
