All vehicles carrying minerals have to possess a valid eMM11 issued to the driver by the Lessee from where he has picked the mineral. This eMM11 is his pass to carry the mineral from source to destination within the time duration printed on the eMM11. When a mineral carrying vehicle is stopped for checking the first thing to be checked is if the driver is having an eMM11. If yes then the second step is to verify whether the eMM11 is valid or not. This validity can be checked using the UPKhanij Janch App. The user has to open the app, click on read QR Code and point the camera towards the QR code printed on the eMM11. If the eMM11 is valid, meaning the mineral is being transported from the source to destination within the stipulated time, the app will show this as a valid eMM11. If the time has elapsed or the QR code does not correspond to a valid eMM11 then the app would show this as invalid. Additionally the App user has an additional functionality where they can click the pictures of the front and back of the vehicle and also the picture of eMM11 which can be used for seek and catch or for future reference. This app in the future will also have a capability to read eFormC as well.
खनिजों को ले जाने के लिए इस्तेमाल होने वाले परिवहन परमिट (ई-एमएम-11) की जांच अब मोबाइल एप से होगी। इसके लिए विभाग ने 'उपखनिज-जांच' नाम से नया मोबाइल एप लांच किया है। यह एप विभाग के पोर्टल (www.upmines.upsdc.gov.in) से जोड़ा गया है। ऐसे में फर्जी परिवहन परमिट तुरंत पकड़ में आ जाएंगे।
दरअसल, भूतत्व एवं खनिकर्म विभाग को पिछले दिनों कई स्थानों से उपखनिजों के जाली परिवहन परमिट मिले थे। इसके बाद विभाग ने इसमें कई सुरक्षा के इंतजाम किए हैं। इसी के तहत अब विभाग ने नया एप बनाया है। इसे विभागीय अफसरों के साथ ही राजस्व एवं पुलिस विभाग के अफसरों को अपने-अपने मोबाइल में डाउनलोड करने के निर्देश दिए गए हैं। भूतत्व एवं खनिकर्म निदेशक रोशन जैकब ने मंडलायुक्त व जिलाधिकारी को इसका पालन कराने के लिए पत्र भेज दिया है।
इस मोबाइल एप में ई-एमएम-11 पर अंकित क्रमांक लिखकर या फिर क्यूआर कोड स्कैनर से स्कैन कर जांच की जाएगी। निदेशक ने बताया कि एप के अलावा यदि सामान्य क्यूआर स्कैनर एप से ई-एमएम-11 की जांच होती है तो यह देखा जाए कि यह किस पोर्टल से जारी किया गया है। यदि यह विभागीय पोर्टल से जारी नहीं किया गया है तो इसे फर्जी मानकर कार्रवाई की जाए।
परिवहन परमिट में जोड़े गए यह सुरक्षा प्रबंध
- ई-एमएम-11 की मूल प्रति पर क्यूआर कोड चौकोर ब्लैक बॉक्स के नीचे वॉटर मार्क के रूप में क्यूआर कोड संख्या प्रदर्शित होगी, फोटो कॉपी में यह प्रदर्शित नहीं होगी।
- पट्टाधारक एक बार प्रिंट ऑप्शन देने पर मूल रूप में तीन प्रतियां ही प्रिंट होंगी। खनिज परिवहन के संबंध में ई-एमएम-11 की द्वितीय प्रति मूल रूप में मान्य होगी।
- सही ई-एमएम-11 की पहचान के लिए एनआइसी के विभागीय पोर्टल पर पब्लिक व्यू देते हुए किसी की परिवहन परमिट का क्रमांक डालकर उसका सत्यापन किया जा सकता है।
कार्यदायी संस्थाओं के लिए भी बदली प्रक्रिया
कार्यदायी संस्थाओं के ठेकेदारों द्वारा ई-एमएम-11 का दुरुपयोग किया जा रहा है। इसे फोटो कॉपी कराकर या फोटोशॉप के जरिए एक ही प्रपत्र कई स्थानों पर लगाए जा रहे हैं। इससे सरकार को रायल्टी की क्षति हो रही है। इसे देखते हुए विभाग ने व्यवस्था में बदलाव किया है। अब कार्यदायी संस्थाओं में ठेकेदारों द्वारा प्रस्तुत बिलों में प्रयुक्त उपखनिज की मात्रा के सापेक्ष देय रायल्टी की कटौती कर उसे कार्यदायी विभाग अपने खाते में रखेंगे। ठेेकेदार प्रस्तुत परिवहन प्रपत्रों का सत्यापन कार्यदायी संस्था द्वारा उस जिले के खान अधिकारी या निरीक्षक से कराया जाएगा। जांच में सही पाए जाने पर कार्यदायी संस्था द्वारा काटी गई धनराशि ठेकेदार को वापस कर दी जाएगी। यदि सत्यापन में गलत पाया गया ठेकेदार के खिलाफ कार्रवाई की जाएगी।
