Very soon the fitment factor for central government as well as state government employee teachers may be revised, which can lead to a substantial increase in the salaries of the employees and teachers. The fitment factor came in the 7th Pay Commission, only after the implementation of which the minimum salary of the employees and ₹ 18000 was fixed. After its implementation, there was an increase in the salary between about 6000 to ₹ 18000.
What is Fitment Factor According to the 7th Pay Commission, the fitment factor is currently 2.57%. From this, the salary, salary allowance, traveling allowance, HRA etc. of the employees are determined. That is, if the basic salary of an employee is Rs 18,000, then his salary excluding allowances will be 18,000 X 2.57 = Rs 46,260.
DA is higher than average inflation
The government calculates the inflation average for the first 6 months of the year, followed by the inflation average for the second half. Based on this, the increase in DA is decided. DA is always higher than average inflation. At present, the average inflation rate (as per AICPI) for July-December 2020 is 3.5%. Therefore, it is being estimated that the dearness allowance for the period January to June 2021 will be at least 4 percent.
Once an increase in DA is announced, the TA increases on the same basis. Hence increase in DA is linked to TA also. Similarly, HRA and medical reimbursement are also decided. When all the allowances are calculated, then the monthly CTC of the central employee is fixed.
Contribution of PF, Gratuity
After all the allowances and salary are finalized, now it comes to the monthly Provident Fund (PF) and gratuity contribution. PF and gratuity contribution is linked to basic salary and DA. The PF and gratuity of a central employee is determined by his formula. When all allowances and deductions are made from CTC, then the take home salary of the central employee is fixed.
